The Legislation

 

Legislation amendments to the WA Health Regulations and Codes of Practice require management and responsible staff of swimming pools within Hospitality establishments (hotels, motels, caravan parks, etc) to hold a Group 3 Pool Technical Operators Qualification.  The Qualification is a Skills Group of four Competencies (see Qualification Details) for the person who is responsible for the pool’s care and operation.   Group 4 facilities (perminent/semi perminent residential development, units apartment, retirement/lifestyle villages, etc) require the person responsible for the pool to hold the Technical Operators Qualification of four Competencies.  All Qualifications were require to be in place before October 1st 2009.   Facilities

 

The Legislation also requires that Group 3 Organisations have a responsible person who holds a Bronze Medallion Award or has undertaken an approved  Patron Rescue training program and holds Basic First Aid Qualification.  However, they are not required to be on the premises at all times.  The manager/employee who holds the Technical Operators Qualifications (4 Competencies) of Group 3 & 4 does not need to be on site throughout the opening of the pool, providing they have trained and delegated staff to test, maintain the pool and report any anomalies.  Alternatively, a qualified contractor would be permitted under the Code to maintain the pool’s health, hygiene and quality on a daily/weekly basis.  However, if water chemistry is found to be outside the required parameters and is unable to be immediately remedied by the non-qualified operator, access to the pool by patrons must be restricted to prevent their health being adversely impacted until remedied by the Qualified Technical Operator.
